Meaningful human oversight must go beyond procedural sign-offs. Human reviewers need time, authority, and expertise to challenge automated outputs — otherwise oversight becomes symbolic.

The EU AI Act explicitly addresses the risk of over-reliance and requires human oversight mechanisms for high-risk AI systems, reflecting growing recognition of the problem at a regulatory level (European Commission, 2021).
